Not bad, although for 5CC you would have loved the wall to be a 1/4, or maybe flying. A 0/4 isn't doing much for you that late on in casting cost.

there IS a reason that this was in the same set as Splinter Twin. the two of them make a nice combination in a burn deck.

This should at least be rated higher than Izzet Chronarch. The Chronarch is multicolored, has the same CMC, and is a 2/2, which is a lot less useful later on than a 0/4 wall which can still be a decent blocker.

I thought that mono-blue was forbidden to have meaningful graveyard recursion. Well, this costs 5 mana, so that's cool. I hope you all know how fair this card is. Do we care to increase the level of critical thinking on this message board? I believe that E-Witness has reached the level of distinction where it is not worth mentioning for comparison anymore. -not to say that it is broken, it is just very unique and widely useful.
P.S. This wall doesn't block more than E-Witness; If you're playing E-Witness, then you have a recurring instant speed means of removing it from play.

Great card, but I agree that it could have been better if it was either cheaper or had a bit more to it, like a larger blocking range (flying or able to block multiple creatures) or able to deal at least a little damage.

I can see why this was placed at 4U to play since if you have any reusable flicker effect you can essentially use this guy as an Isochron Scepter without the 2 CMC restriction. Still, I think they could have either cut the mana cost to, say, 2UU or even 1UUU if they really wanted to restrict it, or upped the toughness to 5 or 6 to compensate.
Has the potential to really help you out in a strict permission deck, since you're getting card advantage and both of those cards are things you likely really need (a draw or counter, plus a blocker). Still, I'd expect a bit beefier package for 5 CMC.
It's not perfect but it could be fun in multiplayer or with someone's "slow" deck with a Followed Footsteps thrown on it.

Pretty nice in EDH, and in any blue/green deck, it should be run alongsideEternal Witness. My The Mimeoplasm deck really loves these two as a way to get back spells I self-milled into the graveyard that I can't just resurrect.

Like, if it's been cheaper, in like, blue, which is, like, really strong you know, like, as a color, then maybe, you know, it might of been too good and stuff.
All joking aside, yes this would have been too good if it were cheaper. It's an amazing card and I love it and want to marry it one day and start a family and travel the world together.
