I don't see a "or sacrifice" clause there. 5/5. Much better than Living Tsunami. Just run non-basic land and he has no drawback. 4/3 flier for 3 mana seems really good. Especially for mono-blue.
EDIT: I meant non-basic land that produce more than 1 amount of mana per tap, like Depletion land or Ancient Tomb. Combine with Sol Ring, etc... and cheese him without cost. Or sacrifice one of the two targetted lands with his ability on the stack for something like Wasteland.
One of a view accidentally awesome Portal cards - since barely any Portal card was made that good on purpose.

Why did he get nerfed via templating? If you unearthed him as written or you "put into play" somehow (not from your hand) then he wouldn't bounce the lands. This doesn't make him extraordinary, but still.
That said, since you target lands you can utilize fetch lands, dreamscape artist (later in the game), use him to get islands into your hand for discarding purposes, or various other uses.
Also, Zendikar lands like being bounced more. I see this working best in {U}{G} where you can get land advantage easily while avoiding the drawback. (Burgeoning is a great example)
