Casual Johnny card of low power level. Translate it's text into "each player loses a chunk of life". Might be fun in casual multiplayer games if played in multiples, but don't forget to add life gain to that deck.

Great EDH card. Can completely burn out players that accell their mana too much. Great to cast with Armegeddon the next turn after they pay too much life to keep their cards alive.

Realistically, this is just going to deal lots of damage to folks and maybe eat a few extra land. That being said, it's still not a *bad* card, particularly in Commander and if you have some way to exploit it.
