Not good for duels, but could potentially be useful for multiplayer, when games tend to drag out longer and the cost reduction on all spells could be useful.
The Tempest Medallion cycle or the Familiar cycle from Planeshift are probably better choices, though.

Great for long games. Looks good in EDH with stuff like Cloudkey and Helm of Awakening to reduce artifact spells to 0 and get to infinite combos.

It deserves respect as the first card which reduces the mana cost of all your spells.
Going through my collection, it seems I once bought a single The Dark booster, and drew this and Necropolis as the two uncommons. For sure could have been worse.

This card reduces the costs for all your spells ... just a sec.. You have to pay 5 before... If you pay 5 life instead, it would make more sense.
