They would be somewhat useful in a Persist deck for removing -1/-1 counters and thus keeping your creatures' Persist ability, but Leech Bonder would be better for it's ability to move those -1/-1 counters to opponent's creatures.

I like how most of the other examples of scarecrow art from Shadowmoor are creepy, intriguing, and well-detailed, and this one is just unfortunate and cartoony. See Grim Poppet and Painter's Servant for comparison.
This card really isn't absolutely awful. Sarroth is right in that chainbreaker's ability would be useful for retaining persist, and chainbreaker can be used in any deck, not just those that use blue. That being said, I agree that the ability cost is a tad much, but please do keep in mind that this is a common. Perhaps it would have been better printed as an uncommon with a cheaper ability, but in the end, it's simply a so-so card with a few decent possibilities.

He might fit in a Reaper King EDH deck as there are currently only 25 scarecrows. Changelings are a good alternative as well though.
