cost to much, or rather the activation cost too much.
Goes great with Cream of the Crop! (about the only thing CotC goes with)

Play this in a multiplayer game.

Now let me show how to break this thing. Play this card then, once you have 9 mana, at the end of your opponents turn play Congregation at Dawn

From here on the possibilities are endless. Heres an exceptionally fun combo. Fetch Emrakul, the Aeons Torn, It That Betrays, plus X Eldrazi with a high Anhilator. Take control of all, if not most, of an opponents permanents and then use that to obliterate the rest of your opponents.

Have a Stalking Vengeance on the field and you can take out 2 players at once.

Also if you look at the rulings of the card, you can use the ability of Impromptu Raid at the end of your opponents turn and they wont be sacrificed until end of your next turn. Allows you to have mana open on your turn to do whatever you want. Play Graceful Reprieve to keep whatever creatures would be sacrificed. Or hardcast an Artisan of Kozilek on your next turn.

If you're playing this card, you might as well play Call Of The Wild. And extra mana says no haste but you get to keep it.

It's exactly like Sneak Attack... if Sneak Attack was terrible.

Clearly this was designed for a 4-color aggro deck running Opalescense and Training Grounds play all of those creatures with your green mana ramp and you're good to go.
