The card has to have a converted mana cost of 0 such as Pact of Negation or Ornithopter.
I'm not sure what Jokergius is thinking unless I missing something.

TreeTrunkMaster didn't miss anything. Cards in the same vein as Cloud Key only reduce how much you pay for them and do not affect their CMC.

So if you somehow have 4 cloud keys out and 4 semblance anvils (all naming creatures) then you could cast Emrakul for {3} but if you used Explosive Revelation and fliped up Emrakul, it would still deal 15 damage.

@ bowlofgumbo: Transmute is an ability from Ravnica, this is not the first card with that ability... However, I creamed! This land is really incredible! It can tutor for a land that you need, an artifact with 0CMC, a pact or a Time Spiral suspend card without mana cost, like Ancestral Recall. Flexible and useful, even as a blue Sylvan Scrying, even for cut a land from your deck. Note that Scrying isn't a land, so you can't claim that this land is strictly worse than Scrying, and an ability like this in blue is really special!

Edit: Yeah, very well put about it's usefulness. I should have been more clear that I was inferring a direct comparison to the mono cycle lands - obviously this isn't the first card with Transmute haha :P it's just a particularly cream-worthy card with Transmute :D

This is great for having redundant copies of legendary lands without having to risk drawing both. If I play Academy Ruins in a deck, for example, I always include 1 Tolaria West as well. It's like having 2 Ruins!

Compare to Realms Uncharted. You get twice as many lands. . . your opponent just decides which.

@ capitalR: I'd never want to put Lotus Bloom into my hand unless I could cheat it into play from there. I usually just Reshape that sucker onto the battlefield, problem solved. And if possible, I'd rather cascade or hideaway into Ancestral Vision if it's the late-game.

I almost never actually play this. I usually transmute it, and then let Sun Titan turn it into ramp.

Tolarian Academy is so broken that if you go slightly west of it, you still have an extremely powerful land.

Whatever you do, don't go to Tolaria East. That's the bad part of the academy grounds.
