Nice. Transmute Artifact is better, though. Perhaps getting rid of the 'X' part of the cost and putting the card into your hand instead of into play would make a better card.
This is still a janky card considering it was legal in extended with Lotus Bloom. {UU}, Sacrifice a bauble: Search your library for Lotus Bloom, bypass the cheesy suspend drawback, and proceed to win the game with all your crazy mana.

Tinker is an effect whose design is just so cool and Vorthosy, that I believe it belongs in the game, not exactly as a perennial, but as something that should periodically come up on Blue rares. Like Trasmute Artifact, Shape Anew, and this.
Tinker's biggest problem is the issues the original development team of it had. Namely, being insane. Maybe they never imagined super high costing artifacts that ought not to be cheated into play quite so fast (consider: Tolarian Academy and Demonic Tutor are actually slower than Tinker in an astounding number of situations.)
I am VERY pleased to see this, an incarnation of Tinker that looks to have roughly the style of effect I'm looking for, yet is fair enough with basically everything except Lotus-types and Mox-types. Which you're not supposed to be playing anyway, and you're SERIOUSLY NOT supposed to be playing with original Tinker. That's just being a dick dude. :P xD
