Ah, another one of our zombie lord brethren. ~ can be quite the power house when coupled with the right cards (more specifically, Fleshbag Marauder and Nameless Inversion which turn it into a killing machine). As pointed out by Etregan, the downside to him is that it gives a bonus to opposing zombies as well. Fortunately, this doesn't usually matter, as the upper hand will be had by you, with all the p/t boosters available to the undead (Cemetery Reaper, Undead Warchief, Death Baron).
Overall, ~ is a decent card. The problem comes in when you have to decide what you would rather spend your turn doing (as ~ can be cast as early as turn 0 or 1 off of Dark Ritual) - recurring Nameless Inversion/Fleshbag Marauder, or playing more zombies, or drawing cards (A La Sign in Blood perhaps?). In the long haul however, in my experience, multiples of these guys can really help you out of your lack of a shambling army (due to Wrath of God, etc).

Looks like a solid fella that'll go nicely into my zombie deck.
Lord of the Undead is one of my personal favorite lords. A major contester for your 3 drops in any zombie deck.
I personaly run 4 of these in my mono-black zombie deck and really they are a must to keep your zombies from staying locked away in the graveyard. Also brining back a nameless inversion or a fleshbag marauder every turn can be pretty game changing as it often allows you to shut down your opponents creature generation altogther.
Also if you need more ways to bring back your zombies to put presure on the field consider unearth and unholy grotto.
