Okay, think of it this way: Five mana for a 1/1 flier that gives 2 1/1 fliers, then gives 2 more when it dies, WHICH CAN BE COMBO'D OFF with Teysa, Orzhov Scion. Weak body? Perhaps. Somewhat useful, of course.

Run with Sigil Captain to get three flying 3/3s and then two more 3/3s when the spirit dies. Great addition to a Sigl Captain deck.
Funny how many people complain about the size being 1/1. Ever wonder maybe the smaller size allow it to die 'easier', thus can utilize its Haunt more easily? If all creatures in Magic have 2+ toughness, Skullclamp would have a lot more trouble being the powerhouse it is today.
Besides, Belfry Spirit create tokens, what it lacks in size it made up with quantity.

This thing is a powerhouse when used with some combination of Nantuko Husk and Teysa and all those standard Orzhov stuff. Always an option is to give Husk an immediate +10/+10, this combo also dodges Wrath since you can sac the Spirit to Haunt something in response. Also works really well with the Ghost Council.

If you read the card, it is not a 1/1 for 5 mana, like Beguiler of Wills, but 3 1/1's with flying for 5 mana, which, although not constructed worthy, is definitely decent in limited, and then for extra value, when you block some big creature with this, you haunt one of your other creatures, block with that next turn, and get 2 more flyers, which are nigh on invaluable in limited.
any way, a lot of cards in sets are designed purely for limited, which is were most of these cards will initially see play.

Pity there aren't any Bat creature tokens, at least that I know of. I had to modify a Human token from Dark Ascension, which is now known as "Batman" in my playgroup.
