The splice cost might get even handy for Ninjutsu effects in Ninja decks. The downside is, you need to find playable arcane spells along with this card, and there aren't too many cheap ones you could make use of. Reach Through Mists for instance should do its job, though.

Why is this rated so low? When this resolves there is nothing the opponent can do to stop it aside from global/fog effects. 4/5.
Such a versatile card. In a ninja deck, it can be a kill spell, a bounce spell, a discard spell, a cantrip, a reanimator, or even a tutoring effect, all with free damage to the opponent. On the opponent's turn, it becomes an Intervene.
Splicing it is a great way to get a ninja back to your hand, but you don't need to be playing arcane for this to be a great card.

Give a creature shroud at a whimsy to stop a targeting spell? Ummm yes please! Make a creature unblockable too for versatility and direct damage? ::Starts drooling:: Slice effect just for kicks? You've already won me over!
Even by itself, Shroud and Unblockable is a handy combo, and acting as an arcane platform itself, you can have a lot of fun.

I dont see being able to take advantage of both effects at once. Either you use it to counter removal or get evasion. Because if they had the means to instantly remove your creature, they could use while this is on the stack. But when you catch em off guard for the first time, you can swing with evasion!
Still its a powerful & flexible card with an easy splice cost. Imagine splicing this and bouncing a Sage Owl or something, fantastic. 4.5/5
No need to abuse the splice cost unless you want, it's already good. Attract some removal with a pump spell for instance, then block the removal while being unblocked. Lose-lose for the opponent.
