i still do not understand whether its every player untaps or it's just you (the controller) .. Any help in this matter?..

Epic flavor text, horrible art. Eladamri's face looks like that of an elderly woman who's put on too much powder, and the Oracle looks bored, like she's just going through the motions.
Technically speaking, it's like getting two untap phases on your turn and once on every opponent's turn. This card is very powerful with Tradewind Rider, which allow you to return permanents back to your opponent's hand rapidly.

if the last word of the flavor text were replaced with change, this could be one of Obama's speeches.
@Quoi: only if you have a way to 'store' the mana, like Omnath or similar. Otherwise you're going to lose the mana you could've gotten from tapping your lands in response to your first upkeep's trigger, meaning it's no more beneficial than just having one.
You could always cast instants/flash cards in your first upkeep, but then, that strategy doesn't require mana ramp, only instants. ;-)
