Black Sun's Zenith I believe is a better choice than Pestilence over this particular card.
1) X cost = more power
2) Buyback trades for 'Zenith' rider as roughly equal value
3) BSZ shares this card's advantage of being a non-permanent- only Blue and a rare handful of other cards can stop it.
4) Zenith rider works well the Demonic Tutor you WILL have in your deck if you are playing Commander
(Since this is the Commander printing, I'm thinking primarily in that context)
I would be quite interested to here someone compare BSZ to Damnation though. Assume that you are thinking of Kaalia's colors, already have plenty of sweepers including the Disk, and were considering BSZ because of it's great versatility. Would you still pick the Damnation for power, and why?

I like it for the fact that it is a black direct damage type of spell and there are not very many of those. The drawbacks are the relatively high cost for relatively low damage though...

@darth- I agree with most of what you said, except in your comparison to BSZ's shuffle effect. Buyback ensures you have this in your hand still. You are suggesting that being able to spend a tutor on getting back BSZ is equal to just paying 3 colorless to buy this back? I am in no way saying this is better, but questioning your reasoning on comparing buyback to shuffling a card back into your library, whether it be standard size or EDH.
