Only a fool would use this tome. Sorry, couldn't resist. While there are decks that would do ok with this card, I'd rather used Cursed Scroll when I find myself with no hand (err you use the scroll when you are out of cards in your hand). This card is pretty good with cards like Recycle that force you to miss your draw step and use some alternative method of drawing cards. It ensures you a safety net if the alternative cost can't be met.

Seems pretty good with Pyromancer's Swath. Similar to Grafted Skullcap and Mindstorm Crown, but no drawback if you don't have an empty hand. Of course, it costs mana, unlike those, so I'm not sure.

I'd say Idle Thoughts is better if, for whatever reason, you're looking for this effect.
Does not fit into any deck, but somewhat playable with some support. Easier ways to obtain repeatable card draw.

I like this card, but I haven't actually tried it yet...
With Tidewater Minion you can untap it in response of its own ability, and proceed to draw 2 cards for , unlikely almost every other cards you mentioned. Not exactly broken, but good if you build your deck around it, I think...
