My first thought when I saw it was Bottled Cloister, so that during each of your opponent's turns, you could draw at least 1 card. If it happens to be an instant or flash card, you can play it, then draw again.
If you use it with Seismic Assault, you will either hit a land that can burn for 2 (then draw again), or you will hit some other relevant nonland card.
It can also save you if someone makes you discard 2 cards when you have Null Profusion out.
The Wild Mongrel or Psychatog could even make use out of it
If you look at it by itself, I agree that it isn't very good, but there are definitely some situations where it would be extremely handy.

This card is proper uncommon material. If you run spellshapers in your deck it can actually be worthwhile. Overtaker comes into mind.

Blue hellbent card advantage. Sounds good, I'd spash and play it over Nihilistic Glee at any time. Possibly worth consider using instead of Mindstorm Crown as well. Or as Kenji already said, Madness might find some use with that card as well.

This card would be great in edh or other multiplayer formats, i'm surprised I haven't seen it yet. It is sure better than Treasure Trove! Just keep drawing and drawing if you can play what you draw. Use with things like Exploration and Mindless Automaton.

@HairlessThoctar: Regardless of how many times you activate this ability you will still only draw one card. When the ability resolves you draw a card iff you have no cards in hand. If you activate it in response to itself, when the second instance resolves you will not draw any cards.

@HairlessThoctar: Wrong. The first ability resolves, you draw a card. The second ability resolves, you have a card in your hand, it does nothing. It's not "Activate this ability only if you have no cards in hand", it's "When this ability resolves, if you have no cards in hand, draw a card"
The only way that works is if you play the card you drew straight away, in which case why stack the two abilities anyway?

@Moleland That would be way too easy to abuse, and most likely way too overpowered. Any card that lets you discard when you want would read 'draw and discard until you find the card you want'. Oh, and the card I am looking for is seismic assault to win the game. Discard outlet? How about wild mongrel so that you can kill them with 1 swing.

Would be good if the ability was 'Whenever you have no cards in your hand, you may draw a card.'

@SAUS3 - OMG! Too true. Should of thought of that... perhaps something timing restriction on the trigger? Like 'At the beginning of each end step, if you have no cards in your hand, draw a card.'
That would prolly mean this card needs to cost 2UU - but that would be interesting
