Slivers are really good. Always trouble in the mirror though. Cause they're so ugly. Very punny indeed.

ok, this is one of the best slivers. Hello? draw? always one of the most powerful abilities. A very needed sliver. High CMC but as I tend to get an average of 4 cards the turn I drop him I feel that that is more than made up for. If he manages to survive even one turn it gets downright ridiculous.

Seriously though, there's a reason this was a rare. It makes an already ridiculous type of tribal deck into a perpetual card drawing machine.
One of the slivers' greatest shortcomings is its difficulty in resupplying its hand. This is, therefore, 5/5.

The Coastal Piracy, single-blue-colored creature alternative for Sliver decks. Sounds promising, especially when used along with Shifting Sliver. (On a side not in case you didn't notice yet, there is no Sliver which requires more than one colored mana of a single color.)
Edit (since 12/7/2009): @blindthrall: Dang! Wizards apparently decided to break this tradition in Time Spiral. But you won't find any of that sort in the earlier Sliver blocks, Tempest and Onslaught.
