This card is getting bad rep because it's 'strictly worse' than Basilisk Collar and slightly less meaty than Gorgon Flail.
But this is one of the most punishing types of equipment limited can get: any colour can use it, adds immediate presence, isn't too expensive, and can turn a mediocre creature into a frightening blocker. Imagine you have an Archetype of Courage out. Who's going to attack you?
This shouldn't receive the 2.0 rating that it has now.

Oh good, a card that people can hold up and complain about how its worse than a card with higher rarity from a totally different limited environment, ignoring the power of a cheap, reusable deathtouch in the current environment. Sedge Scorpions are excellent early plays in Theros limited due to their ability to ward off early aggressive attacks, this lets you turn any creature into an equal deterrent, for only a modest equip cost.
You guys are looking at it all wrong. It's the important part of Basilisk Collar, but for $0.25 instead of $6. Not bad!

Sure it's worse than Basilisk Collar, but in a deck that needs more than the collar this is better than Gorgon Flail. My Olivia Voldaren EDH will be happy to play this and equip it on turn 5 with enough mana left to kill one creature (you don't want to play a deathtouch-granter before you need it or you get focused hard) and she won't miss the flail's +1/+1 in the least.
