The most entertaining things about this card are the weird noises it encourages you to make. What exactly does a breaching horse-fish with no tongue sound like, anyway?

Actually it wasn't so much blue's idea than it was an ancient concept of the Greek in this case. In fact, pretty much all the non-human creatures from Theros are based on Greek mythology, and many cards found in Magic ever since Alpha are rooted there.

One of the best blue commons in theros. Comparable to Briarpack Alpha from a set ago in being able to kill something unexpectedly with the flash and make one of your other creatures able to do so as well. The toughness it loses to Briarpack is significant in terms of staying alive after the initial block, but this has a better long-term impact with it's evasion. Limited Star. 3.7/5.

Here I thought that once we left the Simic back in the RtR block, we'd stop seeing weird creature types like our friend Shambleshark, the Fish Crab.

The text specifies "untap target create you control", not "you may untap target creature you control". Does this mean that for casting this creature, you absolutely need a creature your control already on the battlefield, which is tapped?

@philzz: No, you can cast him just fine then.

You're probably thinking of the rule that targeted spells or abilities can only be cast or activated if there are enough legal targets (eg. you can't cast Confound without a target for the cantrip). However, the only spells that can target are instants, sorceries, and Auras. If you cast this guy, you don't choose a target for his triggered ability until he's resolved and hit the battlefield.
