@Natural Speaking : Exactly! This is a decent removal spell and it's even greater since it can remove walls for very cheap.
Take that Tree of Redemption!

I think Murder would be better in most situations. It's only less expensive when you're destroying a creature with 1 or 0 power. Plus it can be stopped by Frontline Medic...

Don't underestimate this in limited:

Like Death Wind, it's a non-restricted piece of removal. It's better against small support cards (something like Taunting Elf, for example), and there's no mana restrictions, like on Drain Life.

I think this would've had a better place in RtR (considering the few defenders in the set AND since Vraska was printed in that set), but don't underestimate this card.

However, sideboard this card out when you're playing against Gruul: I'm pretty sure that if the creature you're targeting becomes bigger, the spell fizzles.

The flavor text made me think of something:
In Magic's multiverse, odds are there exists a phobia that describes the fear of going on the street and/or looking straight on eye level while under way since you might encounter a Goron and get turned into stone from her gaze.
Gorgophobia!

Weirdest part is - it might actually exist and haunts some unfortunate, deranged fantasy-obsessed conspiracy theorists.

This is great and all in limited because it's a fairly universal removal card as long as you have the mana for it and removal is king in those formats.

But even then, it's not that great. Simic gives no mind to it because it has so many ways of gaining +1/+1 counters to then make the creature too large, making the spell fizzle. Gruul also doesn't mind it as much at least during their attacking phases because they can bloodrush a card out there to accomplish the same thing.

If they change the ruling on the card to mean a creature who was a legal target at any time stays a legal target even if their power changes, I can see this comboing with Agoraphobia or Downsize fairly well but that's about it, and I'm pretty sure that's not a legal mechanic.

Well, removal for one black is always situational. Of course Murder is better, but it's also much harder to cast in multicolour decks that can't afford to spend a bjillion credits on dual lands.

This card appears good at first glance, but not so much once you take a look at what else is available in the current Standard format. Both Murder and Tragic Slip are better universal removal spells and between the Orzhov / Dimir / Golgari / Rakdos Guildgates and their counterpart shock lands, there is no reason NOT to run Murder despite the BB in it's casting cost. Also, Tragic Slip is a one mana insta-kill on nearly anything (especially with Morbid being an easy trigger).

This card is, unfortunately, only good in limited formats in which the others are not available.

@Mode, As much as I love Gorons, I don't think that encountering one in Ravnica would be very likely.

This is an excellent card for a teaching deck. Besides the great flavor essential in any selection (black is not good at dealing with pure manifestations of power), It's still universally useful removal and feels more 'fair' to them when you kill their enchanted stompy because you had to pay more for it. Also introduces the student to X costs!
