If you haven't noticed it:
Counter target noncreature spell unless its controller pays 2 is Blue
2 damage to target creature is Red
Draw two cards, then discard two cards is a "looting" effect that fits squarely in BlueRed

This card allows you to take your pick of Spell Pierce, Shock, or Careful Study/Faithless Looting. All effects that would normally be one mana, which is a fair trade-off for stuffing three cards into one. Judging by this and the other charms that have been spoiled, they'll all be 2-drop gold cards with "Do thing one color does, do thing other color does, or do thing both colors do."

I put this on the stick yesterday evening. Hilarity ensued. Why did they put that in the Izzet deck anyway? The Golgari deck is too slow to manage, even without threats like that.

This alongside Syncopate and Negate seems to me like counterspells won't be that bad in the future. I'm sure we'll get some cool rare one or something before spoilers for RTR are over anyway.

Super abusable with Snapcaster Mage? Check.
Wizards doesn't hate counters. It just hates blue being a creature removal color. That's more of a red, white, or black job.

Pretty much all the charms are oozing with utility. It's not as good as Golgari Charm (which shuts down board wipes), but it works well enough and it's definitely an interesting choice for Snapcaster Mage.
