I don't see the point of this card, unless you donate it to your opponent. It's really not worth it unless you have some sort of combo going, and even then, who wants to take the time to consider this card for more than a second?

They had a thing called a draft once believe it or not.
In this 'draft' people would often use cards, even commons, that they wouldn't ordinarily use.

I figured it out! With a reduced hand size, you must discard more. This is from the block with Madness, Flashback, etc! Not so bad after all!

ClockworkSwordfish and D|CK have the right of it. The card may seem like garbage now, but factoring in the set it was printed in, it makes a bit more sense. It was part of a cycle with Thought Eater and Thought Devourer - all three are agressively-costed blue creatures *with evasion* that reduce your hand size. The drawback was never attractive, but as Clockword pointed out, a clever player could make the resulting discard work for them.
On a flavour note - what a creepy-looking creature this is! It's interesting how this one is portrayed as a useful tool for wizards... when you compare this to the two bigger versions I mentioned above, it looks like the thought-eating cycle goes from useful to unwelcome, then from unwelcome to crippling!

It looks like he's got a little spit dribble goin down his chin...then on closer inspection, it seems to be an effective head-holder for someone who's brain is getting sucked out. Eitherway, I need one for work.
He sets you up for reanimator plays without losing a turn 1 land drop. There are some really cool combo plays with this bad guy, even Lingering Souls turn 2 is a pretty strong kitchen table play that puts 3 fliers on board really fast.
