Unfortunately this bauble can only target basic lands, otherwise i would consider playing it in a land destruction deck to keep my opponent from drawing anything useful.
But since decks in eternal formats use lots of nonbasics this isn't a reliable card to use on someone else than you, sadly.

0 cost artifacts are always worth at least 3 in my book, they have so many uses already, like Salvage Titan, for example.
Also in 2hg this is a way for 1 mana to be "target player draws a card" at instant speed.

Bloodmoon just changes the subtype, not the supertype. Plus it only affects lands, not land cards.
