Keep in mind that this card came out when Unholy Strength, Bad Moon, and Howl from Beyond saw a lot more play. With any of those affecting the bats they could take down more than just 1/1s, especially with the aid of a Sorceress Queen.
Still, that's a lot of hoops to jump through just to get a watered-down Sengir Vampire. On top of that it's not even of the Vampire creature type, so Baron Sengir can't save them. Of course this is from Homelands, the crappiest, most nerfed expansion WotC has ever put out, so they were legally obligated to make the card horrible.
And to think, if it'd been a 2/2 instead of a 1/2 it would have been a great, solid card.
