Compare to Overrun, which buffs the creatures and give them trample, Cleaver Riot is a little lacking, since it depends heavily on the number of creatures and their initial power to deal the blow, and if you have numerous creatures they tend to be smaller, so double strike provided wouldn't be as power as the +3/+3 trample of Overrun.

Let's not forget that
A: This is waaaaaaaaaaaaaaaaaaaaay more splashable than Overrun
and
B: This synergizes very nicely with cards like these

I'm sorry; I tried this in Limited. I wanted it to work. I wanted it to be a fabled windmill slam against my foes! It was not. It was a dead card most of the time with the rare exception when it was a very expensive Double Cleave

I like this card.

While most buff effects are rightly green cards, buffs that focus purely on damage output feel more red than green. This card captures much of the devastating ability of Overrun with a red spin and a similar casting cost. Overrun (and similar green cards) are often a bit better, but this card is a bit cheaper on colored mana and still capable of winning games. Red rarely gets decent combat spells - we usually end up with half a Giant Growth at twice the price - so it's nice to see something like this. I hope it sticks around.

Good flavor but too expensive. Compare with Assault Strobe, which only affects one creature but costs Red instead of 4Red. Maybe if this also gave +1/+0...

A great red take on Overrun, but don't forget that this also gives your deathtouchers first strike as well. This means that attacking into big defenders becomes a decision point for your opponent - do they take the damage, or lose their blocker? If they block, they lose their creature. If they do not, you can then pump up the creature they let through for nasty damage. Also blocking makes creatures with infect a potentially tough decision.

The fact that it is a sorcery feels very red to me, and makes a lot of sense from a flavor standpoint. Buying everybody cleavers and handing them out will not surprise your opponent - and they're not there for defense.

For the more math-minded, here's a little chart to demonstrate the math of double strike, using 2/2 creatures as an illustration:

Cast with 1 2/2 creature: 4 damage.
Cast with 2 2/2 creatures: 8 damage.
Cast with 3 2/2 creatures: 12 damage.
Cast with 4 2/2 creatures: 16 damage.
Cast with 5 2/2 creatures: 20 damage.

Savage Beating demands 3RedRed, but is much more versatile than this, since it can also be used as Relentless Assault.
It even has Entwine 1Red. It's probably what you want to play instead if you thought Cleaver Riot might fit in your deck.
