Can someone answer this for me: If you have no permanents on the board, then this land cannot produce any type of mana? Is this the case?

That's correct xyric. If you have no colored permanents, then this land can't produce any mana (not even colorless).
I like the art of this card, but... first I don't get the flavor. A meteor crashed, creating a deformed landscape. Why would then having a blue enchantment for example make the meteor crater produce black mana? Is it because the landscape is supposed to be vulnerable after the impact to any kind of influence? I don't get it. Also, it's fairly week. Not horrible, but still. At least it's not legendary.
I guess it's good in decks with shared fate or ornate kazashi, where you play cards from your opponents deck, since it lets you easier get access to the colors of that players deck.

The flavor text makes me REALLY wish it was "Choose a color of a card in your graveyard" instead. As is, I just can't get into this card, despite the fact that I play it in some of my casual decks.

Seems useful for making the second mana of a color. Assuming that you have a creature that only takes one of the colors. Of course the hybrid idea is obviously the best option. Oh, and the new Phyraxian mana gives us some more options, now only the first off color one has to cost mana. Wait, I have even more ideas: Borderposts, they can be played for colorless. As for the flavor: maybe it was some sort of magical prismatic meteor that made the crater?

This card is actually decent enough in Commander. In some ways, it's a lameish Command Tower.
Is it better or worse than City of Brass in Commander? It's actually really close as long as you are playing a colored that doesn't need to generate mana on Turn 1. or 2. or 3. It doesn't take too long to come up with permanents in Commander, and this is Exceptionally good with Hybrid and Gold Permanents, of course. :)
Alara Reborn's blade cycle (like Grixis Grimblade) is quite a fantastic place to look for enablers. the Borderposts and this and the Blades are like, made for each other.

Dryad Arbor gives this thing a target, without having a green mana requirement. Sure she's a green mana source, but unless she's got haste for some reason, the meteor crater gives you the mana a turn earlier.
You laugh now... But what you need to realise is I just got some little green Llanowar Elves... From space. Who decided to show their faces after their space tree grew from their space rock.
