Hmm, and Mind Rot has nearly a 4-star rating. Yes, the kicker cost is bad. So don't use it. It's difficult to imagine a situation where I would want to pay the kicker, but that option makes this superior to Mind Rot. This is worth 4 stars, people.

First: - this is better than mind rot. It's not a great card, but better than mind rot. Mind rot has a better rating because newbies don't look that often at old cards. So more newbies look at m10 and are more easily impressed by mind rot and thus rate it higher.
- it's better than fugue. fugue has only one mode: discard 3 for 5, which is bad. This can discard 2 for 3, or 3 for 3 with kicker. It's more versatile.
So in short: it's no great card, but better than mind rot and can be comboed with other stuff.

I like this card. I've played Mind Rot before in the late game, and this looks strictly better.

You're playing in {B}...if you're using this card, it's probably an aggro/discard build or just straight discard with lots of cheap, effecient spells and things that ping your opponent. Why would you care how many lands you have?

Situation that you use the kicker: -You run a 1-2 drop aggro deck -You have 3 lands on the field and one in hand => too many lands. Drop two lands to dismantle your non-blue opponent
This isn't a bad card if you're trying to lock an opponent down. 3 cards is a ton to lose. Mix this with any kind of land hate and kill cards and your opponent will quickly be down to topdecking. IF you build your deck out of gravecrawlers, removal, this, delirium skeins , raven's crime, etc.. Smallpox like this card/deck as well.
You are play this in a highly aggressive deck that doesn't give your opponent an inch to breath. Hymn goes in the same deck too. The deck is about trying to force them to play on 2-3 lands with you, but ensuring that your aggro creatures hit home with kill spells and card advantage.

- also, bog down can be used with other cards, like rumbling aftershocks or saproling infestation. You can also sac lands that you just steal temporarily, like with herald of leshrac
