It's a simply one-drop, yet with a very specific and strange ability (which is not as confusing as it appears to be) There might even be some narrow use for this card, although i can't imagine too many white enchantments you'd urgently want to change a color word that makes the card effective enough to pay for cu.mulative upkeep costs. Most likely a card like this will never be found at common rarity again these days^^
Aww, you guys...what's so bad about this card? You all say its confusing...what's so confusing about it? Personally, it doesn't need the "for example" part...I mean, common...we all get what it means...WoC should not have put an example because the text would be bigger and you could read it easier...
This is card is better than what you all think it is...common! You can change a color work in white enchantments! The examples of cards given were great...I think that when tested on the battlefield with the cards mentioned by holgir, it would all work great...I came up with this:

It's not bad, just very narrow and the cum upkeep is annoying pay if you use it multiple times (on different enchantments). If it were printed today it definitely wouldn't be a common.

it was made for circle protections and green ward etc. It was actualy pretty usful in multiplayer . The red guy dies so you switch your now usless cop red to green and you've got some breathing space from the green guy.

There's a typo in the card text: "Permanantly" is actually spelled "Permanently"

Actually really good with Drought...against a non-black deck it actually silences them for a while. You could even do this in draft...
Also, it kills white enchantments you might not want anymore like Humility.

It was supposed to be rare but got printed on the wrong sheet. This would have been useful for changing Circles of Protection back then, too bad about that c.umulative upkeep. That makes it confusing to read and saps its power.

@Kirbster: Great catch!! Wow, that must be very, very rare, to have typos on final cards. (At least in sets beyond the first few.)
@GainsBanding: Would be very interesting if true, because this card screams "Ice Age Rare" to me. It has a huge wall of text, an interesting but narrow effect, and is actually priced well. Of course, it's already quite crappy at common, just imagine it at rare...
Also, for a second, imagine one of the few really potent Ice Age rares landing on the common sheet. ;)

Doesn't actually really work with Drought like Ideatog suggested; only effects color keywords not basic land keywords. Though this card certainly wouldn't be broken or anything if it had had the ability to change those as well.

This guy is a narrow Sleight of Mind on a stick, could stall the game a lot. If you can't pay the upkeep play Dream Stalker or Drake Familiar to bounce your enchantment.
