Requires too much mana to activate to be of any use. Maybe 2 mana or something would be ok. And even then if it would be barely playable.

The only way this would be useful would be to move a pacifism or some other card onto a creature with shroud. (this card does not target the creature)

The old approach to reusable effects: make them ~4 times as expensive as a the instant or sorcery they're reproducing. (no matter how practical the original effect may be)
I'd like to think that Wizards now looks at these things within the context of the environment they'll be printed into, rather than an abstract ideal of card design set years ago.

Steals Auras from your opponents' creatures and attaches them to yours. If your playgroup is fond of Auras (Rancor, Armadillo Cloak, etc), then this might be playable.
Not a terrible addition to decks that don't have access to W or G/U. Red has problems dealing with enchantments, why not steal them?

It could have a home in a Commander Deck. Spells like Lignify, Prison Term and such are popular in my playgroup. Controlling this pretty much guarantees they won't be used on you.

At the time, this was fun with Control Magic, since you could move that enchantment off of a creature after the creature had taken lethal damage. Unfortunately, with the M10 rules change to damage, that no longer works, and I believe moving it before damage is dealt will result in the creature being removed from combat.
Anyway this is too expensive to use either way. But it's a cool effect that really ought to be reprinted with a more competitive cost -- if this cost no mana to activate, it would be incredibly fun (and still not really overpowered, since it's a card that depends on fairly specific other cards to be useful -- you need an aura and two creatures to move it between, plus a situation where it's useful to do so. That doesn't come up as often as you'd think.)
