Very powerful for sure, and one of my early favorites from 4th edition. In retrospect, however, the card drawing is definitely out of flavor for Green, especially the aspect of paying life to do so (this is the domain of Black, of course, one of Green's enemy colors).
It would be good even without the drawing effect, as it basically allows you to pick the best of three cards as your draw for the turn. Wizard's realized all of this, and later released Mirri's Guile in Tempest. It achieves the "look-ahead" effect without the confusion of the card-drawing option, and without combo-ing shamelessly with Island Sanctuary. Just say no to "card-drawing-that's-not-really-card-drawing."
