If you get all 3 out (in turn 4 or 5, with a bit of luck), pay 4 and tap them to get each turn:
- Gain control of target creature.
-Deal 3 damage to target player.
-Put five 1/1 soldier tokens on the battlefield.
Is that worth the 3 turns and the 3 cards you used in your combo, plus the 4 mana you have to pay every turn to get it moving? I don't know, I'm probably never going to play a deck based on these either way.
A free Lightning Bolt to the face each turn is not bad, but it seems quite underwhelming compared to the other cards in the cycle unless you've got a lot of bloodthirst going on. Pretty good combo with Vampire Outcasts or Gorehorn Minotaurs in limted, but if you don't have those kinds of creatures, the crown or the throne are probably better.

if you have the other two, this makes the throne about 5 times better and you get a 3 mana mind control for 3 each turn. I'd throw one of these in anyway and build a deck around getting the three out

Imagine a guy with this. Imagine him hitting someone over the head with it. Now imagine the same scene, but the guy has this, the Crown, and is sitting in the Throne while he does it. So... where does the 2 damage come from?
Nowadays, you can get a Goblin Fireslinger for cmc1. This makes this card quite unspectacular. Allthough I recognize the combo with bloodthirst, I believe that no scepter should mimic some sort of unblockable creature, dealing damage to a player directly.
In addition, the Scepter isn't a tool of war, but a status symbol. It's held in your hand and "connected" to it and therefore symbolizes your mundane"role". (A military leader might have a scepter in form of a saber)
In my opinion, the Scepter should therefore influence the "physical" realm (aka the permanents on the battlefield) in ways of leadership.
Therefore, I would give the Scepter the ability to untap creatures. And since it's the "weakest" symbol of all three, it should have been the card with the lowest mana cost and the highest activation cost. The "combo-achieved" ability should work on all creatures you control.
As an alternative, it could have the ability to tap a permanent. The increased form could then have some sort of bounce effect instead.

Ignoring the fact that it is part of a set, this card is vastly superior to it's predecessor, Rod of Ruin (lower cast, no pump). Add to that, if you do complete the set, it boosts by 3.

Semblance anvil might make this combo worth while . You can drop the throne for 2 the septer for 1 and the crown for 1 after the anvil is dropped . I am thinking red blue control for this deck.....

Hilariously, I think you deal damage by bonking them on the head with this.
When the other pieces are together, you just bonk them 3 times. I think your opponent allows them because of honor-points.

I have the crown and throne and really want to get the scepter but I can't seem to find it any were, if you could tell me how to get it for a cheap price, none of the less get it, that would be quite helpful considering the fact that i have a tournament coming up, I found a combo that would pair nicely with the 5 token thing, with a infinite untap card combo, I can get infinite creatures, and no illegal cards or commbos in any format
