@Guest328481109: Because there are far more artifacts that could be used as Folder in Vintage then there are that might be outside. Their are a lot of restriced Vintage artifacts I noticed.

Guest: Actually, you're right in thinking that this card isn't on par with other vintage restricted draw spells. However, the reason this card was so good was because it powered up an entire deck archetype. It was THE main draw engine of Tezzeret decks for a while, when Time Vault + Voltaic Key was their main win condition.
It also helped Goblin Welder decks dig deeper and discard their welding target.

The fact that it was a 4-of in these decks gave them an incredible draw engine that clearly set them above all other decks at the time. Tournaments were very lopsided, as decks built with this card almost always outclasses decks without. Thus, as wizards restricted this card out of metagame considerations - to balance out the tournament scene.

I put this in my Hanna, Ship's Navigator EDH deck with a heavy emphasis on card draw, and stuff like Pilgrim's Eye for sac/discard fodder.

... My friends won't play EDH with me anymore.
