Masques block must have been really heavy on control.
this and rishadan port show a lot of land hate for blue to use.

Boomerangs 5-8 for your heinous Parallax Wave / Tide 'stacked triggers' deck.

Wait this a splash able boomerang. Can still hit their first land drop on turn 2.

2/5, only because the boomerang strategy is too annoying.

I played this card for a long time in my Pirate flavor deck... then I found Into the roil. The later is way better!

The Boomerang strategy is a tried and true method. I bet you're one of those players that gets bent out of shape over an occasional Stone Rain. My personal favorite is dropping a lot of 0-cost spells and playing a Temporal Fissure. It's like taking a couple Time Walks.

But really, though, this reads "return target land to its owner's hand." Bouncing artifacts and enchantments just isn't as effective as lands and creatures. However... this doesn't say a word about artifact creatures and enchantment creatures...

Something about that art and flavor text...

"D-do you have any idea, any idea who I am? Basically – kind of a big deal."

Fantastic Tempo damage from back in the day.
Sure it's mostly obsoleted by Into the Roil, but it's still a good card simply because it's one of the few land bounces. Here's an example of how helpful it can be:

You have your T1 and drop a Phantasmal Bear, end turn.

They have their T1 and drop a land.

Your turn again, drop another Island, Hoodwink their land and swing with the bear.

They have to play their Land again.

Your turn again, you have 3 Lands and they only have one, you are in prime condition to counter their spells using even a basic 3 mana counterspell, and you swing with your bear.
