i don't get why they kept this creature type and even printed it on the cards Icatian Crier and Sarpadian Empires, Vol. VII.
it's neither a profession nor is it a species, isn't it?
townsfolk also got changed to human. so why didn't they change these to human as well, or at least changed townsfolk into human citizen instead?

Quick answer - Nostalgia. This was definitely printed to compliment Hand of Justice, and that relationship is timeshifted as well with Gaze of Justice and the aforementioned citizen-makers.

One of the original token-generators. A decent card back in the days when things like Crusade were powerful, now it is probably a reach for the bum-rush white deck.

I realize the mana cost on this is high but it makes 4 tokens. There is a card that makes spirit tokens from Eventide.. but this does give you 1 more token that the eventide card wont bring you, its way easier to cast, and 4 chump blockers is not easy to deal with for todays decks.

Even if it is easy and accurate to say that Fallen Empires was a weak expansion, it is very difficult for one to deny that it was a very flavourful set.

Look to cards like Increasing Devotion to see how badly this has been obsoleted. Still, it occupies its own historical niche in the game.
