Where do you get this card? (its not one of the 40 cards in the planechase intro packs)

From the Planechase release day

This is very much indicative of the land Zendikar is shaping up to be. Zendikar is filled with perils and dangerous situations... not being able to block is about as dangerous as it gets!

Is there any other way to get this card (as in, you weren't able to make it to release day)?

Mmm, an exciting plane to end up in...everyone's rolling, the aggro decks to draw, everyone else to block again :P

@Ajbcool: You can buy it from online card stores and local shops. Try searching Google or ebay.
I agree with ong312 - not being able to block is about as dangerous as it gets :P and the roll ability is awesome. Incredible amounts of card advantage is always nice, and with a green or red deck, this card could be potent. Green is all about beatdown anyway, and red has the option to toast any opposing creature before it attacks anyway.
Just scored one free, for being such a good customer!

@somesortofdream....It's nuts I agree. I just started gobbling up the old 2009 PC decks and those are even inflated...I paid $80 for the Zombie Empire deck...couldn't find it anywhere. That's just the way this game is. To answer your query about why this is $40, because it says "DCI" on it would be part of my guess since those cards I believe are only given to "Wizard" stores. The ability is also pretty insane. Not being able to block will pretty much kill you, and if you're playing EDH, the fatties are even more rampant.
But $40 for a limited use card is absolutely nuts.

Just so everyone knows, as of this date there are actually four other promo plane cards that have not been added to Gatherer. You can find them elsewhere online, and none of them costs as much as this one.
Tazeem - Planechase release event promo. Celestine Reef - Zendikar release event promo. It's Island Sanctuary/Stormtide Leviathan for the static ability and you get a Platinum Angel until the next planeswalk if you roll Chaos. Horizon Boughs - Gateway promo (whatever that means). Everybody gets Seedborn Muse, and the Chaos is a triple Rampant Growth. Mirrored Depths - The static ability is Planar Chaos, and the Chaos ability lets you cast the top card of an opponent's library without paying the mana cost (though you still have to flip a coin). Tember City - The static ability is Manabarbs. The Chaos ability is "each opponent sacrifices a nonland permanent."

In fact, it looks a heck of a lot like Oran-Rief, the Vastwood.
