Maybe it means the mirrans have whip flares, so the phyrexians need there own
Or maybe the Mirrans are clenseing the imcomplete, before the phyrexians fully "complete" them

Actually, the flavor text makes a lot of sense. Compleat phyrexians are more mechanical than biological. The same can't be said about the incompleat.

Straight into my Red White Tempered Steel deck. It doesn't matter if they're using pesky artifact creatures, I'll just sideboard them out for Revoke Existence.
The card depicts a Mirran spell. The flavor text describes what the Phyrexians did to retaliate to it. Everyone who says the art doesn't match the flavor text needs to go back to first grade.

I do believe that people are missing the point here. Think of it this way: Rephrase it to say, "Whipflare deals 2 damage to each creature. Prevent this damage to all artifact creatures." Look at the metagame, folks. Not many top decks out there are using artifact creatures these days, no? Or at the very least, not a lot of very small ones.
As a mono-red player, I see great appeal to this card in at least a sideboard. Don't use slagstorm. That kills your vexing devils and stormblood bersekers. Plus it costs 1 more mana.
Think about it - great way to deal with a huntmaster of the fells and his wolf pet in game two for only 2 mana.

Now that Tempered Steel decks are basically gone from Standard, this is essentially Pyroclasm. The only things people play that this will not hit are Blade Splicer token and Solemn Simulacrum. And killing the Simulacrum isn't helpful, and the token wouldn't die. This is a good card.

Whipflare's advantage over Pyroclasm is much less niche than Whipflare's drawback. If you are using Whipflare over Pyroclasm, you ARE using artifact creatures. However, your opponent isn't necessarily going to have artifact creatures since they probably did not build their deck around Whipflare.
