this is good in fast rd decks that kinda teeter out later and just end up having too much manna to do anything with.

Excellent for burn decks. If you run out of steam, you can always use this ability: not efficient, but it gets the job done and is better than nothing.
Kind of like Struggle in Pokémon.

I just use 4 of these guys in my multiplayer red decks over 4 mountains, just because the tempo loss isn't a huge deal in a multiplayer environment. Besides, having that option can be extremely good to have. Same goes for land like Forgotten Cave, Kher Keep, and Shivan Gorge (But those are legends so I only use one).
The ability to do damage later (conditionally), isn't worth the tempo loss if you draw this thing early midgame. For an example of a worthy Cipt land look @ Teetering Peaks

Barbarian Ring is probably stronger, but this is a lot safer and can finish off those last 4 or 5 points of life if both you and your opponent run out of steam.
