i have like 12 copies of this card..... it annoys me each time i see it....

at least your opponent cannot reduce the casting cost

Picture the tense situation in Fallen Empires limited.

Your opponent has just used High Tide to summon the infamous Deep Spawn on turn 5. What are your removal options? Necrite? Too situational, and your opponent has been pumping out chumps for the last few turns with Homarid Spawning Bed. Goblin Grenade? The unstoppable lobster shrugs it off! Your only hope is this crappy card.

That this would've been the best option should say something about Fallen Empires in general. This is just about the closest it comes to removal.

But seriously, Mystic Restraints has the same casting cost. So does Control Magic, for that matter.

Rather worthless, even back then, since Control Magic was far more powerful and had the same casting cost.

How many cards are strictly better than this?
All of these keep a creature tapped, no questions asked:

1999 Dehydration - Blue lighter
2003 Frozen Solid - 1 cheaper, kills when damaged
2004 Mystic Restraints - flash, taps right away
2009 Paralyzing Grasp - Blue cheaper
2010 Bonds of Quicksilver - Blue lighter, flash
2011 Claustrophobia - 1 cheaper, taps right away
2012 Encrust - 1 cheaper, enchants artifacts, shuts off activated abilities

I reckon Blue or 1Blue would be a fair price. Narcolepsy/Curse of Chains is still stronger, but not against e.g. Visara.
