You guys are underestimating this card, for it's time, it was amazing. Blue mana ramp deserves more credit.

Not quite as useful as a Gemstone Array overall, but if you need something to float some absurd amount of mana you received during your main phase and you have this in hand then this is your best bet. Once you get it on the board it's not strictly bad for storing mana either; if nothing else you can put whatever leftover mana you have into it at the end of the turn. Still, for that you're better off with the Gemstone Array.
Also has a weird potential interaction with Dark Depths, which uses the same counters. Animate it with something like Wind Zendikon and you could use Fate Transfer to snag 10 colorless mana and a 20/20 Flying Indestructible Avatar at the same time. Hell of a combo to pull off though.
Ramp does not belong in blue, but this is an old card so I will let it slide.

Someone here should be noting that this is an instant speed use of mana; so if you didn't counter something you can pump mana into this; making it easier to leave more mana open next turn by using some of *last turn's* mana.

This is one of those cards that make me wish Gatherer included updated theme deck images. Much nicer image: http://magiccards.info/cstd/en/12.html

I prefer Pentad Prism to this for non-monocolored decks most of the time, though.
