Of course it is. Especially since you SHOULD be running a deck with multiple copies of each card (the best decks are the simple ones), it shouldn't remove that much.

So good this is what it pretty much reads {B} target player discards a counter spell or loses game.
And to think they tried to fix it with Spoils of the Vault. Which is still fairly broken when the player is competent in using it.

Who cares about how many cards are in your library when you get what you need? Not to mention the chances of exiling all four copies of the card you're looking for (assuming its that important of a combo piece) is highly unlikely. Of course it is still a high risk, high reward card. If you just want a dirty, easy to use tutor go with Demonic Tutor. If you want that encapsules the flavour of {B}, costs {1} less, and can be cast at the end of your opponents turn thanks to its instant speed, consult the demons!

Combo with Laboratory Maniac, give him every sort of protection you can come up with (hexproof, etc.), then cast this card, and have about three counterspells in your hand, because anyone figures out what you have going on, they will do everything they can to stop you, especially if you're naming a card that you "conveniently" forgot to include in your deck.
Ultimate desperation move: exile your entire library by naming a card you don't have, then play a Beacon (preferably Beacon of Destruction or Beacon of Unrest). Since it's the only card in your library, you'll draw and play it every subsequent turn.
It's like a bootleg epic spell, only you'll lose immediately if anyone has a counterspell, or milling, or targeted draw.
...or Howling Mine. Or land destruction. Or instant-speed discallright that's a terrible idea.

This here is a powerful tutor. If use correctly, it can be more helpful than Vampiric Tutor, potentially. An obvious 5/5.
The odds of x4 copies of what you choose getting exiled by the first 6 cards is pretty slim to none. Run with allot of deck redundancy, and this becomes a stronger vampiric tutor. The card gos directly in your hand unlike with its cousin, so you still get a fresh draw.
But, its restricted and banned across the board. Okay to use in tabletop magic, just make sure your deck wont cause allot of grief! :D

Assuming four copies of the card are in your deck and it's early in the game (both should be true if you're using this), the chance that all four will be in the top six is outrageously low, though you can get it even lower with Sensei's Divining Top and the like.
Note that you can also use this to fetch basic lands; in a deck with a lot of colors, that's not at all a bad use for it.
The ability to remove your entire library from the game is remarkably useful. Combine it with Soldevi Digger, say, if you have a particular card you want to repeat endlessly. The best part is that you can still use it to search if you need that instead.

I.E. this can grant you the so-called "Virtual card advantage" of getting all of the useless cards out of the way and blamming someone with the only possible counter you have left in your deck. Normally this is some kind of board wipe.
