I play this in my Niv-Mizzet, the Firemind EDH deck. It already has a lot of draw (beeing a Niv-Mizzet EDH deck :P) and he gets quite large quite quickly. I love the EDH rule that says that 21 damage done by the general means you win :D Niv-Mizzet + Incendiary Command + quest for pure flame +Diviner's Wand and the 21 damage can easily come in one round :D

So far as I know, this is the only card in EDH that allows any deck to draw an infinite number of cards given and infinite amount of mana. Need one for my glissaelffacts deck!

I mean I know there are other parts of your combos, but what colors are they?

@ICEFANG: This card can not give you infinite mana. But by playing this when you have inf mana, you can draw out your library, play your cards, yada yada. It lets any color draw cards by being able to use any color mana for its costs.
There's quite a few ways to get infinite mana. The most recent combo is 2 Myr Galvanizers and a Palladium Myr. With those three and Diviner's Wand, you can draw as many cards as you want.
As far as the card goes, it would be beautiful in a deck sporting wizards (duh) and the previously mentioned Training Grounds. Even without those boosts, this is a nice equipment. is a little costly for +1/+1 and flying on your own turns, but being able to repeatedly draw in any color at instant speed with the addition of colorless firebreathing makes the cost fair.
This is even better with Azami, Lady of Scrolls in that the Wand is itself a wizard, and there's no reason for an equipment not to be tapped. So that's one more card per turn that you get for free.

@wickedragon: Only combat damage done by the general counts. You can get him up to 21/21 and swing, while burning another opponent for 17, though.

If I play a Commander deck, and the Commander is a wizard, I play this card. It then has free equip cost, pumps the commander, gives it evasion, AND can draw me multiple cards a turn. All that combined is excellent. I wouldn't play it in other decks though.
