This is a fairly weak ability, but it's also pretty cheap. If you never use it, all you lost was access to your Island the turn you played it. It can serve as decent prediction if you have a little extra mana left over, especially if you kept mana open for counterspells that you never played.
I'd give it a 3/5.

It has potential uses. Conundrum Sphinx maybe, or any of the other "put top card of library into play" cards. Still...underwhelming outside of its narrow niche (and not impressive even within it). If it allowed you to manipulate it somehow, it'd be better of course, but that'd probably be too strong.
I'd consider running with Petra Sphinx. Together it's basically : draw a card, though you do have to reveal the card. Not totally useless, but a scry ability would've been nice.

Don't forget that the Clash mechanic was in Lorwyn block: this would have been a useful enabler for it. Just keep checking and cast your clash spells when they have a land on top at the end of their turn!

I really wish the ability just required a tap. It certainly has uses. there are 'top control' decks, there are cards like Booby Trap. But tapping two of my lands to look at a card is just a little much. On the bright side its a land and it has the island type which makes it surprisingly easy to tutor up.

I like using it with Daxos of Meletis to see if it's worth attacking someone in multiplayer. If I see the top card is a land, I'll attack someone else instead.
