I like that there is some element of effort that goes into getting the most (or anything) out of this card. I also like that it was in the same block as Riddle of Lightning, and had the potential to blast someone for 9 off the top with a little manipulation (Foresee and Sage of Epityr). Oh, Time Spiral block draft...
This is primarily amusing when you just keep leaving a single time counter on it (Jhoira's Timebug is good for this). It keeps your opponent from launching all-out assaults (you can tap the timebug to remove the counter in response, resolving it and giving you all their stuff) and from tapping certain key permanents AT ALL, and you can resolve it if/when you get a multitapping effect yourself. In suspend, maybe Ivory Giant?

I just love anything that will let me put an instant into play. Just use one of the many cards that make Illusion tokens and go nuts.
