Some players confuse its ability with that one on Aura Shards, which is optional. This is one of the few slivers you can play outside of a sliver deck and it's still good.

I don't understand something, when I play Harmonic Sliver the first time and there isn't any other sliver in play, can I destroy an artifact or enchanment? or Do I have to play a second sliver in order to activate this ability?

I end up running this in all of my on color EDH decks. Being able to hit artifacts OR enchantments, and being on legs makes this guy nuts.

"Seriously, I hate this card more than any other card I've ever played against. The *** in my playgroup that runs slivers and nothing else has one in his deck, and if he draws it and puts it down, I lose, because it trashes my main deck, which is an Esper/scarecrow deck. It's just gotten to the point that every time he plays it, I scoop, because there's no point in continuing. I've since fixed my deck so that I can possibly counter it by blowing it up with Reaper King or bouncing a Grim Poppet with Master Transmuter repeatedly, but I can't see that working most of the time. *** you, Harmonic Sliver, *** you and your shit."

I'm surprised at the general low rating. This is one of the best sideboard slivers ever, and it can be played outside of a sliver deck. It turns all your slivers into Esper's worst nightmare, and it kills Oblivion Ring. Especially in casual or extended, having one of these in a sliver deck is essential, especially if you have Homing Slivers to tutor for it when needed most. Worst case scenario, your opponents aren't using any artifacts or enchantments at all, its a 1/1 sliver for 3.
Plus it's a very mean combo with Enchanted Evening, or even Mycosynth Lattice if you're desperate enough.

It would be most problematic to deal with Harmonic Sliver if Crystalline Sliver is already on the battlefield. It would take Wrath of God and similar board wipers to deal with that kind of army. Of course, I have used emergency Ghostways before to evade them...

No, the first Harmonic Sliver that you cast and successfully enters the battlefield will trigger the effect right away. This is also mentioned in the card's rulings list.

Lots of people forget that this card does not say "you may". If your playing the intruder alarm/sliver queen loop, you just hosed your own deck.

For those of you who keep killing your own stuff try something like Darksteel Ingot. When I have it on the field it can be targeted as far as I know and not die. There for I don't need to worry about killing my own stuff.

Each Time Spiral card was an homage to at least one previously printed card. Specifically, each Sliver in Time Spiral and Planar Chaos derive their ability and mana cost from a previously printed card.
As others have pointed out, the reason for the low rating is entirely because of the lack of "you may" in the card text. Most sliver decks play a lot of slivers; chances are, you're playing more slivers than your opponent has enchantments or artifacts. So you're going to end up destroying your own stuff with this eventually (unless you don't use any, of course.)

If you play this guy(and you should, by the way), you should have learned to rely on gemstone slivers for mana and just not play artifacts or enchantments except one or two important ones.
Also, like several other slivers, this guy is actually fine in a non-slivers deck too!
