If all slivers had shroud, wouldn't that in turn cancel their ability to have that ability since they are being targeted by another Sliver?

Sliver abilities generally don't target other slivers. They're continuous abilities, not activatable abilities.
This is the most annoying sliver ever.

The current Oracle wording ("All slivers gain shroud.") interacts differently than the original wording with cards such as Humble.

Slivers can't be the Target of spells and abilities. The card doesn't target a specific sliver, but all Slivers at once. Saying that the group can't be targeted would create a paradox. It's an amusing concept though.

Does this negate the ability of Crypt Sliver? Yes it does. Crypt Sliver ability says "Tap: Regenerate target sliver", and with the Crystalline Sliver out, you can no longer target slivers with spells or abilities.
Does this apply to Sliver spells as well as Sliver permanents in play? If you are asking if slivers spells can still be countered with the Crystalline Sliver in play, then the answer is yes, they can still be countered. If you want counter defense with slivers, use the Root Sliver.

I love this card. It's one of those cards that turn your sliver deck untouchable. However I like to keep this card as a sideboard because I prefer using Magma Sliver instead. However I switch between Magma sliver and Crystalline depending on how the opponent plays.
Needless to say an awesome card and a must have for any sliver deck.

Does this apply to Sliver spells as well as Sliver permanents in play? Yes. All Slivers litterally means all Slivers. The wording is old, but that's just how it was written back in the days. Nowadays, it would say "Sliver permanents have Shroud", unless it got errata to only affect creatures. We'll see about that once the rewriting of the rules texts of Gatherer are done.
Does this apply to Sliver spells as well as Sliver permanents in play? I think Crystalline Sliver only affects Slivers on the battlefield; not spells being cast or anywhere else for that matter. The default "area of effect" for such abilities are the battlefield (unless Day of Judgement has started destroying creatures in each player's hand). Slivers can still be discarded and exiled from player's hands with cards like Castigate, and as Shoalsuser pointed out, they can still be countered.
Crystalline is arguably the best Sliver around. Making your whole team immune to targeted spells is simply amazing. Some people might argue that you can't pump your slivers with Magma Sliver or regenerate them with Crypt Sliver. That's true, but the benefits of Shroud easily exceeds the benefits of running targeted abilities in a Sliver deck. All you need are Crystalline Slivers, Muscle Slivers, Sinew Slivers, probably some Plated Slivers, some Gemhide Slivers and a couple of Ward Slivers, and then the rest practically up to you. Chances are that you won't be able to screw up on anything because you've already got a decent bunch of Slivers in your deck.

Overlord - First ability doesn't target, so you can still search them out (even if it did, you would still be able to find them, since they don't have shroud in your library); second ability targets, so it wouldn't work.
Homing Sliver - You can still slivercycle, since they don't have shroud anywhere else except in play. Since your hand isn't in play, you're golden.
Sliver in graveyard - As above...if it's not on the battlefield, it doesn't have shroud (stuff like this doesn't affect cards that aren't in play unless they state otherwise...look at Mycosynth Lattice). You can reanimate any slivers in your graveyard with no problems.

The best protection for your slivers. Forget the other guys. This is it. Run a couple of counters, just in case, and go to town. If you want a Ward Sliver to make your jerk army harder to block, fine, but you want this to keep the pretties safe leading up to the kill shot. Just have Magma Sliver and a sacrifice outlet (There's a sliver for that!) to retire the Crystalline when you've had your fill of sweet, sweet dread, wafting over from the other side of the table. Yes. They're evil. As long as it's never the only deck you bring with you, your soul can still be saved. 5/5
