OK, It comes in with 2 +1/+1 counters on it. When both +1/+1 counters are removed from Vigean Graftmage does this mean it goes to the Graveyard? Could be a dangerous card if played with other Graft cards.

Anyone noticed that he has four arms instead of two like the other vedalken from Ravnica? So he looks more familiar to the vedalken from Mirrodin who also have extra arms.

Graft deck don't need Doubling Season to be powerful, just have to pick the best creatures and spells for it. No doubt with Doubling Season in play the deck would become far stronger.
...What about Steel Overseer? :\ This guy doesn't really fit in with artifact decks. There are a lot more "Untap target artifact" cards that would work better.

Cytoplast manipulator, preferably with lightning greaves from 2nd turn. Now is the right time to finally use Training grounds you had from first turn, since you are adding Vigean Graftmage to the stew!

@Ameisenmeister He's a Vedalken Mutant. That's why he looks so weird. Or, he could have escaped from Mirrodin and somehow made his way to Ravnica (this sounds very unlikely).
