1/3 of a broken combo including Instill Energy and Time Vault. Otherwise this card isn't that useful, especially with a CMC of 4.
Secondly, gotta love the type-line for this printing...I'm surprised it's not the current oracle wording for the enchant line.

The Instill Energy and Time Vault combo with this card is a very cool way to get infinite turns. It seems to hinge more on Time Vault's over-powerfulness than anything else but it must have been a fun combo when Alpha was first out.
The oracle wording of this card is an abomination. A non-creature artifact becomes an artifact creature, then immediately stops being one only to immediately become a creature based on this wording. Wouldn't enchant non-creature artifact make more sense that horrible circular logic? Under this wording, I can't even explain what it could do. It is so badly worded that the Alpha text makes more sense.

Pretty crap compared to March of the Machines nowadays, but I guess it has it's uses if you don't want all your Artifact Lands to die.

Darksteel Citadel isn't so indestructable now. Anyway, pretty terrible card, but designed for funsies, because Magic wasn't about cards needing to be good back in 1993.

Suggestion for rewording it:
Enchantment- Aura
"Enchant noncreature artifact. Enchanted artifact is an artifact creature with power and toughness each equal to its converted mana cost."
the way I see it, Oracle is supposed to retemplate old cards to match modern wordings, right? well, go back far enough, and this will inevitably change the mechanical abilities too. :P the way they thought back then was just a little different- the typeline is doing something the rules text should do. It's perfectly ok for Oracle to actually Remake cards that really seem to need Remaking.

Well, I guess if you're playing blue, and don't have artifact removal, Steal Artifact or Copy Artifact, you could use it kill someone's mox.
