Not as bad as some of the other inconvenient radiance cards, but overall its still a piece of crap.

This spell is great for triggering heroic. Use this on a Phalanx Leader and your whole board gets +2/+2 for W and half of that is permanent. Its a lot better than paying 2W for the same effect without the targeting.

The problem with this card is Radiance as a mechanic. Not only is it really weak in a Boros vs. Boros mirror match, but it is also horrible in a set where there is so much multicolor going on. The chances that you end up hitting your own creatures with removal, or boosting your opponents' creatures, makes it unreliable when something as awesome as Lightning Helix exists in the same set. Targeted removal and targeted buffs are much more reliable than something that has a chance to backfire and harm you. There are also plenty of effects that boost your own forces and not your opponents'.

This card in particular reminds me of Magnify. It can potentially boost everybody, making it sometimes a win-more card which is only helpful if you already have more creatures, in which case you will probably win anyway through numbers. At best, it's a cheap Warrior's Honor or the like. Here are some examples of better cards with comparable abilities you could use instead, which have no downside:

Ajani's Presence: Just as cheap if single target, and also makes creatures indestructible if it is "strived" (which is basically a Kicker variant).
Bold Defense: Slightly more expensive CC, with a bigger boost provided you've got the mana for it.
Break of Day: Extra effect if you are dying.
Day: Has a black half, and you can target any player.
Glorious Charge: Elegant, simple, no-frills +1/+1 to your team.
Profit: Has a black half.
Surge of Thoughtweft: Cantrip if you are playing Kithkin
Sigil Blessing: Boosts your whole team, with an additional boon to your "captain", who gets Giant Growth.
Zealous Persecution: Doubles as weenie removal, potentially clearing the way for a massive attack.
