Amusing how the double black cost is followed by 'if you control a swamp....'. Sure, there are other mana sources, but it's pretty safe to say if you have black mana, you probably have a swamp too. Though in this case it makes more sense, since the splice effect is far superior anyway, and without it the card could be used in just about any deck. But I digress! Money for nothing and your kills for free = good card.

@ Gradius Fox, its so you wont throw it in a blue deck or red deck, with no swamps, just to splice it, as the splice is just exiling your graveyard.

When you splice spell A onto Spell B, the final color is that of B.
i.e., you can kill a prot black creature with Horobi's Whisper if you splice onto a non-red spell.

I'm sure the intervening "if" clause was there to keep people from splicing this in decks that have no swamps. However, nothing stops you from using something like Urborg, Tomb of Yawgmoth or Ravnica Shocklands to fix that.
