Cool idea, but sadly it doesn't work seeing as they'll just tap their lands in response, making it a 2 mana, Mana Short. Which I guess is cool in its own right.
This is an unfortunate victim of fundamental rule changes. Back when there was mana burn this was an awesome card. Now it's pretty crappy. So sad.

i almost crapped myself when i saw this... why? i was just thinking of how to cast a REALLY BIG Comet Storm in multi-player... before i hit "random card"... fate? could be.

We need mana burn back. So many cards have been made impotent because of the loss of mana burn.
Price of Glory actually wouldn't work with this, since you are still the one tapping those lands, unless you use something like Quicken, like hid@n said.

@Dannyman658: I think the point with Price of Glory was that it will prevent your opponents from just tapping out all their lands in response to Piracy, to make them useless to you.

@Dannyman: The important point is that Price of Glory means your opponent can't deny you the mana by tapping their land because said land will then explode.
Anyway, this is handy in multiplayer still because it lets you borrow one opponent's mana to nuke another opponent. It can also simply be used to prevent counterspell shenanigans.

A potential fix might be:
Until end of turn, you may tap lands you don't control for mana, and you may spend mana from other players' mana pools. Spend this mana only to cast spells.
