It's not quite a re-made terror only because of its difference in mana cost and cycling ofcourse.

Great card. Terror has always been powerful, and this card is useful even when you can't cast it. The abysmally low rating (relative to power level, of course) is a shame.

I prefer this to Terror in control decks, especially discard. When my deck doing well causes the opponent to have no creatures, it's nice to be able to get rid of the dead weight in my hand.

Ever had a hand full of Terrors against a black deck. That alone makes this worth playing.

3.7 is not abysmally low, so I'll assume that it was at 2.0 a while ago.
I'm almost always willing to pay premium prices for versatility on cards that have restrictions, at least in my casual games. You don't make sideboards for your decks that you play with friends, so its good to be able to react without fear of the card disadvantage of having a dead card.

The cycling on this card makes this card a good edition to any deck designed to be versatile.

This is the one time they got a Terror replacement *just* right. Black isn't supposed to be good at taking out artifacts, or other black creatures. 2B and instant speed is good enough to be effective and versatile, but not so powerful it feels cheap, like with the multitude of 1B slayers such as Terror, Doom Blade, Go for the Throat, Diabolic Edict, etc.

Cycling was a brilliant idea (and the only good thing to come from the Urza's block). Cycling on Expunge rounded out the card perfectly. Instead of two black mages having Terror or Dark Banishing sitting there, fermenting in their hands, they can pay mana to cycle them and get something more appropriate. Having anti-creature cards with cycling also helps when facing those dreadful creatureless decks. There should be more cards like this.

They really should reprint this card, above all other black kill spells - with better art (and hopefully a more interesting name).
